Iraq's oil-fueled surplus could hit $80 billion

Iraq is raking in more money from oil exports than it is spending, amassing a projected four-year budget surplus of up to $80 billion, U.S. auditors reported Tuesday. With the billions US taxpayers are spending in Iraq, why is it that Iraqi oil profits pile up in its banks? Shouldn't that money be utilized to rebuilding the country and advancing it forward?
